These were two low-fidelity, DIY video sketches produced by a Rotterdam cable access collective known as De Stille Kracht (The Silent Force). Aired only on a local channel between midnight and 2 AM, the shows featured Willy (a chain-smoking, cynical lorry driver) and Marjetten (his hyper-pragmatic, possibly imaginary neighbor).
